The difference between Provisional and Working

When used as nouns, provisional means a postage stamp issued locally before an official issue is released, whereas working means operation.

When used as adjectives, provisional means temporary, but with the intention of eventually becoming permanent or being replaced by a permanent equivalent, whereas working means that is or are functioning.
