The difference between Neuter and Spay
When used as verbs, neuter means to remove sex organs from an animal to prevent it from having offspring, whereas spay means to remove or destroy the ovaries (of an animal) so that it cannot become pregnant.
Neuter is also noun with the meaning: an organism, either vegetable or animal, which at its maturity has no generative organs, or but imperfectly developed ones, as a plant without stamens or pistils, as the garden hydrangea.
Neuter is also adjective with the meaning: neutral.
